If you can find one, the Bass Collection Nanyo SGC basses are a good buy in your budget. Very playable - great tones on the PJ (not so much on the JJ), nice necks, very well built.
They are a bit 1980s but great basses all the same
I have a GK Backline 110 (70w) which is more than adequate for home use and I've even used it for rehearsals with a hard hitting drummer. A friend of mine has the 15" version (150w I believe) which he has gigged - did not lack for volume.
I think that I've mentioned owning a suitcase - exceeds everybody's expectations - those "silly little speakers" blow minds.

I owned a PJB Suitcase for a while - people couldn't believe how bassy it was considering that it's a compact unit with 5" speakers. I'd suggest you give one a try before discounting them. The 4x7 cabs are excellent too - lightweight and powerful - you could do much worse.
