It's seen as being a comment on the elder consumers of the music and imagery of the pop acts, and the almost exclusively male run media outlets responsible for creating the pop product. As with many of these scenes, you'll often see those involved in, and followers of, this form of social commentary/subversion congregating in the public parks in Harajuku.
