I'm torn. I usual speak of crotchets etc. but in this case I have to confess that speaking of 1/4 etc is much clearer: they do what they say on the tin! *walks off grumbling about American cultural imperialism while begrudgingly admitting that their way is probably better*

Ah, but the context is the interval between two notes, not position of either note in a scale. Dropping from C to G is a fourth, and going back up from G to C is also a fourth, no matter what key you're in.
