From past experience the 1 second delay in 'cutting in' is normal for these pickups. The principal they work on is similar to EMGs except the preamp is external (the black box you have) instead of being built into the body of the pickups themselves (the EMG system). As such you do not have an active circuit in the usual way - the pickups being passive and the active boost applied when you plug in.
Afraid the cutting out you are experiencing is not something I am familiar with - others may chime in with a possible cause?

I did dismantle one of these years ago.
As far as I recall it involved drilling a small hole in the perimeter of the cover into which a 'progger' could be inserted to help prise it off.

I've fitted a fair few over the years and have settled on a placement where the J is 60mm back from the 'treble' half of the P pickup - that's pole to pole centres.
The precise distance for a 60s Jazz bridge pickup has the effect of it 'bumping' into the scratchplate so spoils the look. And if you go any further back you the response becomes a bit too thin.

The fiesta red was my main gigger for the best part of 20 years. In that time I was fit enough to carry around two 200 watt valve stacks with the Fender circuit plugged in one and the Gibson circuit into the other. If you can imagine dialling up the Fender jazz circuit flat out in treble mode then dialling in the 'felt rather than heard' EBO circuit/stack it was a hellava wall of sound to be standing in front of.
