Why would someone do this to a neck?

Someone has gone to serious trouble to make this neck resemble a 60s one, they have even filled in the truss rod hole. I wondered if there might be another way of adjusting the truss rod (unlikely, but worth a quick question I thought), this was the response I recieved:

[b]Are you being serious here???? of course you can't adjust it anymore, unless you remove the filler...the neck is straight so why would you want to adjust it? to make it curved?

I asked him a similar question, got a slightly more sensible answer. Turns out he is not retarded, it was just beer. Although he seems to suppose I am Alfie (sorta fair):
