Forum clock still one hour slow?

On another forum I'm a member of, there is a one hour difference in the clock, depending on whether you're logged in or not. That is apparently caused by the hosting server being in a different time zone. The users can't change the setting through their own preferences, and their only option, if they want to see the correct time, is to log in. No big deal, obviously, just a bit weird.

The help comment for the clock settings in the admins control panel behind the scenes says:
"[color=#FF0000]If you have chosen the correct timezone and the [/color][color=#FF0000]clock[/color][color=#FF0000] is an hour out, this is because of daylight savings time and your members can correct this by editing their 'Board settings' via their User Control Panel."[/color]
