This is each to there own really,every time i put a set of strings on a bass weather new or just replacing them after cleaning a fingerboard ,i put them on tune them up, stretch them, tune them up ,stretch them and tune them up ,until theyre stable.I really dont think you need to be this aggresive ,but it is important to stretch the string so the tuning becomes stable.Just putting a set of strings on without stretching youll find they soon go out of tune.Use a tuner though!!!!much more accurate.
