Phantom power query

Unfortunately not. Your amp won't supply phantom power. Plus the XLR on your amp and the XLR on the Sansamp are both outputs, it'd be like plugging both ends of a jack cable to two basses: nothing would happen. 

Generally speaking, it's pretty much just mixing desks and audio interfaces that can supply phantom power.

Phantom power is used to power Microphones in general,Phantom Power is a term given to the process of delivering DC (Direct Current) to microphones requiring electric power to drive active circuitry. Condenser microphones such as Shure's KSM range all have active circuitry and require phantom power.

There are other electronic devices, too, that run on Phantom power: preamps, DI-boxes...

 

It is a power supply that is usually around 9 - 52 VDC (tolerances included), and few milliamperes. P48 is very common.

 

Electret condensers are usually fed with less voltage, like from 1.5 to 12 VDC.

My SWR amp (Spellbinder) does as it’s designed to provide phantom power over XLR (in case you want to mic your upright). No idea however whether a phantom powered preamp would work. But in any case it is exceedingly rare on amps nowadays.

This doesn’t need a phantom power box/supply. A regular 9v psu works fine. 
The OP was just asking about taking phantom power from the mixing desk. 
The answer as it always is, is: depends. Depends on the mixing desk. Does it have PP or is it just a basic PA system with line and mic inputs only. 
Personally not worth the risk on relying on other people. Mine has a battery in and a PSU. Just to be doubly sure.

But in the case of the SWR the XLR is an input, not an output. Maybe it would be more accurate to say that XLR inputs are most likely able to supply phantom power.

Electrets generally run on batteries as the voltages are so low, stuffing 48v up them can have hilarious consequences.
