Lots of options.

Amplitube free will import files from your library. YouTube via website will slow down songs.

Almost every DAW will do it including free and low cost ones. Easy to import wave or mp3 files into a DAW. 

 

Can slow down without changing pitch everywhere now. Very common.

I have been using bass trainer 2 for 10 years very useful for key changes, looping specific parts and has a set tap rewind. plus many more features I don't use. Also has aux in. Sounds adequate.

But I am an old timer and only have a desktop computer so it is more convenient with the Tascam  to take anywhere in house to use for comfort.

I am sure there are excellent Computer APP's for practice purposes as stated by 'Fretmeister'

I use the Tascam in my practice setup feeding the bass into a Zoom B1 Four which in turn takes the output Tascam, and then output the B1 into a Vox Pathfinder. This works really well and offers great flexibility.
