Advice please

I have a new Ampeg V7 head only used a couple of times but although being 700 watt at 5 ohm, and I have a 5 ohm cab, I can't seem to get any volume out of it, in a smallish pub volume and gain at about 90% and guitar almost full, not doing it. Am I doing something wrong or is the amp faulty? Any advice would be appreciated.

Im sure the more seasoned amp knowers will be along shortly but ill ask a few pre-reqs

1 , What type of bass is it Active or passive , if active it could be that your active battery is low ... on my older stingrays this is how they go before they cut out.
2.  Are we talking zero sound /  noise at all or is the volume is incredibly low 
3.  Have you tested the cable / bass on another amp   or even just by unplugging the bass itself and touching the jack to see if you generate feedback noise.

Is that "no sound" or "it is fine on its own but gets lost in the mix once everyone else starts to play"?

So many possibilities here. @SimonK has offered the first one. This will be mainly down to eq.

 

What speaker are you using? It may be a case of you not hearing it on stage, but it is shaking the walls at the back of the pub!
