I think, if it obeys the same sort of numerical system as resistors, that will be .47. I think it means 47 x 10^4, ie 470 000 pF. The best bet is to put it on a component tester.

So size does matter.  They lied to us.  

New cap on the left from Black Dog, listed as 0.047.   Monster on the right has now been blow torched.

 

And i have proper use of a tone control , finally.  Thanks to all for helping out
