Small Tone phaser???

I bought a phaser pedal second hand, assuming that it was a Russian EHX Small Stone. The seller had posted a picture of one in his ad, and the title of the ad was "small tone". I thought that was a typo, because the rest of the ad was very badly written as well...

I received it today, and it turned out to be anything but a Russian Small Stone. It's a brandless phaser pedal called a "Small Tone". It works, sort of...
The pots are rusted, the casing isn't what it used to be, one of the pots doesn't seem to work at all, the switch is cranky, the phaser makes some weird sounds that don't belong there when I turn it on, the inside is a mess, the PCB isn't attached to the casing but loose inside... It has an EHX power supply input, that's weird as well...

Does anyone know what it is?

it speeds up when you turn it on? i.e like a leslie motor?
