I fancy being able to slow down a loop so that it sounds like someone has just turned the power off. Is there a pedal which will do this but without me dropping £300+ for a one off end of song thing?

I was going to suggest the Boss XS-100/XS-1 but then checked the price... similarly spendy as the above. 

 

I'd have to check but the EHX Mono Bass Synth might do something that fits the bill when paired with an expression pedal.

artefakt can do that on the second fs ... 
It's a pretty awesome envelope filter if you could make use as that. 

It's also £300 and lots of editing on a computer to get the best out of it so it's got that going against it.

I just had a quick play with the EHX Bass Mono Synth but there wasn't really a slowing down effect in there.

 

Lots of menacing/sci-fi sounds possible once you get an expression pedal involved... should the need ever arise.
