anyone know if its possible to change 48v phantom power to 15v on a mixer?

someone suggested 100k resistor?
A resistor would only work if you know the current drawn. Need a regulator IC and a few components. But you will need to know the current available from the phantom which will be be very small and not suitable for running pedals, etc. What is the 15V for, whats the current requirement?
