Jazz Pick Ups Dying...I think

Ok well, i have a fretless jazz, style, bass.
Not a fender or anything, twos actually made for me by some guy...i would say who but to be honest i dont know.

The problem is, i've had the bass for a few months now and really dislike playing it cause i get a really uneven output from it, the D and G string are much quieter than the A and E and also the output can just vary from time to time so it sounds like the noise is cutting in and out. I have tried lowering the D and G strings but this doesn't help so i was wondering if anyone thought it could be a pick up problem?

I think it could be, as that would explain the varying output, i dont know how it would but i think it would.
Has anyone else had a similar problem and if so can they suggest any solutions.
