It's not a re-finish, it's an original finish by Fodera, but you're partially right, now Fodera doesn't do it for few years.
On Talkbass, a topic talked about the fact that Fodera stopped to do it for few reasons, and the main reason was that a "not brilliant" finish is easier to preserve than a "brilliant" one for a professional bass player.
Now it's not possible to have this kind of finish on a new Fodera bass.
You can see some other "old" original Fodera on internet with a brilliant two-tone burst, but there are rare.
