Isn't that just a Jaguar bass body?

It may well be to you, but to the Fender Custom Shop it's an Offset Telecaster,..... ker-ching$$$$$$$!

Think the body is the same, just different routing for the control plate

Cynical marketing exercise.
"What are we going to do with all these leftover Jag bodies?"
"Easy. Tweak the router CNC, knock the point off the top horn and bang on a Tele neck."
"Ok, might take some time to do that."
"Simple . We'll just call it CS or Masterbuilt and charge seven grand. The usual people will lap it up."
"See, this is why you're head of marketing."

Was that a conversation between Bono and Adam Clayton?

Don't understand why anyone would spend eye-watering money on instruments that are at best a hit-or-miss mixup of random parts. You could chuck this (and the rather better-looking Contour Bass posted by @AndyTravis) together in an afternoon for about £200's worth of decent Ebay parts. And it wouldn't looked like it had been kicked down the street.

Are people just buying the sticker on the end, or what?
