They look like the sympathetic strings you find on Hardanger fiddles, which run in a cavity beneath the fingerboard and vibrate freely to give a sort of doubled effect. Nothing gets thrown out in China, just passed down the line until someone can make a profit out of it. This explains why you can often apparently get top gear at huge savings, in many cases the fails are cosmetic but I'd worry about that crack. This neck wasn't an odd single one for sale (item still available, showing 10 in stock / 23 sold). I'll see what happens with my returns request.
