Find a tutor and be guided by them.

For a playable set of Delrin (plastic) pipe expect to pay several hundred pounds, more for wood. Avoid buying cheap pipe via ebay or on-line, you'll get what you pay for which is not very much in terms of a playable instrument. To quote a piping friend of mine "They look nice on the wall".

My brother knows a piper who hadn't played for many a year . On picking up the pipes again he discovered that he didn't have the puff any more to play so he went to see his doctor to get his breathing checked . It turned out that he was fine and the problem was a leak in the bag part of the pipes !
