That's what i thought, though i'm not sure how much difference that makes because don't they both essentially do the same thing? Not a fan of tweeters myself though. I think the main difference is the shape. A tweeter is built in like a regular speaker... but smaller, i think a horn is like a small speaker amplified by... well... a horn. It may well be air powered rather than a speaker, i don't know to be honest with you. Wiki it.
